Grassroots Water Protection Movement in Cochise County

In Arizona, groundwater is essential to homes, businesses, and agriculture—yet for more than one million rural residents, it has long remained unprotected. As Colorado River supplies decline, Cochise County community leaders recognized that securing Arizona’s water future required action. Grassroots leaders came together to challenge an outdated groundwater management map, forging coalitions, building trust, and engaging in sustained civic dialogue from local kitchens to the state capitol. Their efforts led to a historic outcome: the creation of the Douglas and Willcox Active Management Areas, the first new AMAs established in Arizona’s history. By changing the map, these leaders strengthened groundwater protections and demonstrated the power of community-driven action to ensure water security for current and future generations.
